Obviously, if one is comparing a KNOWN reference tape recorded
at a known 1 kHz to a known accurate 1 kHz oscillator, the theory holds.
If 1 kHz is recorded at a KNOWN 1-7/8 IPS, it can only be 1 kHz when
played back if the playback machine is also 1-7/8 IPS.
The nice thing about a standard 1K, is that the measured output
frequency tells you directly how much the speed error is on the
playback machine !
The criticism is correct in *it's* understanding, that if 1 kHz is fed into
a machine at any speed, and that tape is played back at that same
speed, the output will be 1 kHz and tells you nothing other than that
record and playback are at the same speed, whatever it is.
