Short answer, No. Given almost any required outcome, there are numerous ways to accomplish the same thing. If all EAS units had to have identical functions, why have different competing systems? It would be like requiring all automobiles to look, work, and function the same way. Think early Volkswagons. I'd prefer to have the option to buy either a Yugo or a Mercedes, and not be limited to just a Chevy Impala.
 
While all EAS units sold have met all requirements of the system, I'm glad we had a choice between, say for an example, a Sage ENDEC and a HollyAnne.
