During our recent EAN test I asked the FEMA guy in charge that was in
Alaska why NOAA was not involved in the test. He said that they were
working closely with NOAA on improving the EAS system but that the NOAA
system was almost entirely a text routing and translation system, hence
not useful (yet) for live announcemants.
But more folks are not aware of the fact that NOAA has almost no money
for new transmission sites. In Alaska they are almost all funded by
local comunities, or some sort of local government financing.
And Alaska Public Broadcasting is involved as well. We have several
sites where they use our towers and transmitter building. At KBRW,
Barrow they have the transmitter at the studio colocated with the FM
facility. They make a lump sum payment every year of the estimated
power bill. Barrow has Crowns in dual hot switch mode. Audio feed for
the transmitter comes in via a dedicated line from Fairbanks. That
makes for a pretty reliable feed for the EAS box there!
