[BC] That EAS Handbook

I guess Barry what I'm saying is that the current handbook is written
for an absent audience of board-op and DJs. The whole thing needs to
be re-worked as a guide for us, the engineering commuity, on specific
do and don'ts and not the simplistic DJ approach in the current book.
It cannot and will not show specific info on how to run specific
equipment for tests. That's the most needed thing, and the thing that
the local engineering staff has to come up.
