[BC] That EAS Handbook

I'm looking for comments on the EAS handbook.

If you had a chance to tell that FCC what is wrong with the handbook, 
what would you say?  (I would like to get some specific suggestions 
to help improve the handbook, rather than "just kill EAS" or invite 
the FCC to insert the handbook somewhere.)

Does it work for you?  Does your staff understand it?

What would make it better?
