Actually, Class C's can have a DA.  There are a handful of them in 
operation.  I've been involved with a couple.  One has to prove that 
there is a theoretical site where a ND facility will work allocation 
wise, but then the station can actually be located somewhere else with a 
DA as long as the ND allocation contours aren't exceeded.  The previous 
refers to daytime allocation, the nighttime is considered on a 
case-by-case basis.  Typically cannot cause more interference to another 
station than would the compliant theoretical ND facility.
