The clear answer to this is the Kinstar from Kintronic
Laboratories is the shortest antenna available as compared 
with its frequency that provides essentially the same 
(98%) radiation as a conventional 90 degree stick. For
WMRO (1560) the height would be about 55 feet thus it
could be built using utility poles. This antenna has 
been approved by the FCC for installation at non-DA
stations **without** special permission. See:

However, NO medium wave antenna, including the Kinstar,
will work correctly, nor be accepted by the FCC, without 
an adequate ground system which conforms to FCC Rules.
