Doing a little web searchin, I find that this is for Corporation for Radio Education, Inc of Loudon, TN. Their flagship is WLNT-LP 96.1 Loudon, TN and the permtis for sale are WLNQ amd WLNB.

Looks like they're just starting up; that's a starter page that GoDaddy
provides free when you first sign up.  I had one similar for about 30
minutes when I first signed up for them to host radioxtz.com.
All I see are two non-comms and a translator, along with a bunch of
equipment...  interesting to note that they specifically mention the
translator is not for AM retransmission...
