[BC] Long-range WiFi

A friend of mine is working on a project with CCTV systems that are 
spread across a large geographic area.

The systems include 15 tower-mounted DVRs with 2 or 3 cameras a piece. 
The DVRs record locally and then dump the video across IP network to a 
central server each night.

The longest distance will be about 3.4 miles between nodes.

Does anybody have experience with a project like this that you'd be 
willing to share?    He may also want some help with transceiver 
suggestions or engineering support as the project gets off the ground.

Oh, there is a budget.  In order to be viable, the wireless hardware end 
needs to be contained to about $30k.
