you are often right, but in this case, you are wrong
 
the folks at WIYY and WAMU are two operations that I know have substantial enough HD listenership to have it be a consideration in operations.  WAMU actually generates revenue from it.  I believe WIYY does as well. 
 
I know WTMD has gotten some traction on ther HD 1, 2, 3 efforts, but I have not kept abreast of it.
 
Clear Channel and CBS have both put a fair amount of effort into their HD content, even with some voice tracking now.  Neither of those operations is likely to spend on HD without a bottom line reason to do so, and that bottom line begins with listeners that attract advertisers.
 
My understanding is that Bonneville has been pleased with the results of some of their HD 2/3 endeavors.
 
And then there are the niches that can be accomodated over a broadcast signal, where a small audience is dispersed over a large area, such as aids to the blind and deaf, that would not be affordable nor practical on the main channel.
