The reason the station has an STL now is that management decided to not have a re-ocurring month phone line charge  or the local company could not supply the stereo pairs.
 
In either case the radio stations has to consider this a cost of operation.  a.) either a monthly charge paid to the telco or some type of common carrier. or b.) Own the equipment a capital expense, and depreciate the usage over 5-7 years. 
 
In either case nothing is forever, looking at all the options is what you are doing, but this is a managment decision.  If they have no backup and no cash they have to make a decision is it time to go home and turn out the lights?  In most cases they can find a leasing company to lease a new Moseley to them for about the same as three years of common carrier charges.  Take your pick.
