The VCO unlocks. There are 3 indicators of  VCO lock:
1 - the meter on front panel
2 - The 2nd down LED front panel
3 - An LED on the FMO assembly, which can only be seen with it partially 
disassembled.

Items 1 and 3 show lock, but item 2 will stay red. When item 2 is 
locked, the transmitter is inhibited.

It started out as a 5-30 second off air. This last trip to/ from the 
factory, item 2 just stays red 90% of the time, occasionally flickering 
to green.

This is after their refurbishment program.

Time to cut my losses - I've paid enough in shipping... there's the 
frustration of 'we're off the air again".. etc. Time for something 
newer, or different.

Everyone keeps mentioning T1's. The least-cost T1 option at the 
trransmitter site, 16 direct miles to the studio, is $350/month. There 
is no fiber option. So $350/mo plus the costs of gear to get our audio 
there via IP or multicast. At that price level, T1 is not a practical 
thing. Plus the area is backhoe-fade prone. It is in active farming 
territory. I would have to maintain an RF path anyhow, the dial tone 
goes out for 2-3 days at a time about 3 times a year. Not acceptable.
