I have seen T1s as inexpensive as $250.00 a month. While not really priced for
the average consumer, it's quite within the reach of a small apt. complex or
neighborhood that can't get broadband any other way. For example, my friend
lives in VT, in a development of 15 high end houses. Cable isn't available
there and it's too far for DSL, but they could put in a T1 and then put
wireless to each house. Right now he uses Directway satellite and pays about
100 dollars a month for highly metered fairly slow service. Let's say that 3
of his neighbors were doing the same-it would be quite cost effective for them
to install a T1 to one of the houses and share it wirelessly.

I don't think it is that T1s are being "pushed down closer to
'consumer' territory," but that the speeds of consumer Internet
service is getting faster and faster. DSL is as fast as a T1, or even
faster. FiOS, U-verse, and cable companies offer MUCH faster service
at MUCH lower rates.
