[BC] Verizon T1 and batteries

This is a trend that is likely to continue as services like T1 continue 
to get pushed down closer to the "consumer" territory.

Time Warner Cable recently installed a node at our facility and a switch 
that we take a GigE handoff from.  The installer brought a little (1U, 
1.5kVa) UPS with him, but after seeing our battery plant asked if it was 
really necessary.   We told him that actually we prefer he just take it 
back with him because we don't like (a) batteries on the datacenter 
floor or (b) UPS plugged into UPS.   But if we had been an office or 
telco closet or anything else that didn't already have the backup 
systems that we employ, that would have been a nice thing to have.  It 
was nice to see them at least bring one out.
