No...it is not.  Anything which references rosin core solder is not
suitable for ground system work.

Any welding supply or HVAC supply house should have 5% or 15%
Stay-Sil/Silvaloy (both trade names) in stock or closely available. Both
are standard products in the HVAC industry.

Anything less will not provide long term or reliable performance.

from Rich Measures a few years ago. I made a mistake on he ordering
amount and wound up with 30 ft of the stuff instead of the 30 " I
wanted. I said " I'll use it someday" and paid the bill. It was my
mistake.
