Hmm...

ISTR that back when I was getting started, the Rules required beacon 
failure or top obstruction marker failure within 30 minutes; other lamps 
were supposed to be reported, but there was no time frame, at least as I 
recall.

I have reported side lights out; this was back when the nearest major 
airport(s) had on-site FSS; a lot of local strips would use them, so 
side lights being out was a concern for General Aviation.  The agent 
always thanked me for reporting the outage.  The only time I got a NOTAM 
would be issued, though was if one of the beacons had failed.

Imagine the mid-beacon and top beacon operating normally, but the 3/4 
level side lights are out.  A pilot could mistake the mid beacon for the 
top, and the top for another aircraft's anti-collision light.

And run smack into the tower just below the bottom bay.

Now that there's no local FSS to speak of...

they probably wouldn't know whether any GA private strips or municipal 
strips would be affected without a lot more info - and time they don't have.
