You can get all the waivers you like. There are no spares built simply because spacecraft manufacturers don't have the hundreds of millions to keep a spare in the garage.
 
In my 20 years in the satellite TV business there were never spares built. Depending on the insurance package you had would determine what you received for transponders if a spacecraft failed.
 
You would either remain on your current spacecraft or you would be moved to another and be lucky to get one transponder until another spacecraft can be built and successfully launched.
 
We aren't talking about a 50KW AM or FM rig.
