The FCC has been ADAMANT that stations report the extinguishment of ANY lights. I bet there are others who can confirm this. I too have been one who has reported the outage of a sidelight, and been told they (FAA) aren't concerned about those.
 
I doubt seriously safety will suffer. As others have pointed out, if a plane is flying that low, they're in trouble already.
