WOW. All I can say is, this looks to me like a GOOD thing. I didn't read through the whole report, but what I did read may mean (assuming these changes are approved) that the quarterly tower inspection will go away for many towers, plus the need for daily inspection of tower lights. Also, the Rules would be clarified to mean that it is NOT necessary to report the extinguishment of steady-burning side lights. And the Rules on how quickly lights must be prepared would be eased.
 
They're basically changing the tower lighting Rules to be similar to the Transmitter reading rules: You don't have to log them, but DON'T be caught out of tolerance (or, in this case, without lights).
