Well, it is actually MOST, not all McDonald's.

McDonald's corporate is clear to state, "At Participating Mcdonald's."

So far, they haven't been able to force all McDonald's franchisees to  
comply with the plan.

As the franchise agreements are renewed, they will be able to FORCE  
all of their stores to comply, and offer free WiFi.
