That's correct assuming it is a mono cart.  Just take the left  
channel, as the right would be the cue track.

If stereo, you would have to put a cart playback head on the reel-to- 
reel machine, and ignore the lowest track.

It would obviously be much better to find the original source material  
as the only real thing going for carts was convenience.
