The radios should be the least of everyone's worries. It is almost time to replace the spacecraft and each one of the GEO's cost more than a half-billion to launch and operate for ten years.
Where will they come up with the cash to replace a fleet? It would be so much cheaper to just install the terrestrial solution they use in all of the major cities. (You don't get XM from satellite in NYC).
