If true, this is very stupid. Why would they consider that "optimal"? I^R losses are unavoidable. But corona losses CAN be fixed.
Where are the regulators? Who's minding the store? This should be a FEDERAL issue since it involves radio interference. Why aren't the FCC Engineers all over this? Oh wait, that's right, there AREN'T any Engineers anymore (hardly) at the FCC. They were replaced by ATTORNEYS.
