Indeed, it does come down to the wording of contracts.  

I have been stuck in a situation of having the same show contracted in the same market.  Our station's COL was 20 miles away and it was presumed to be a different market than the one we were serving. 

So I either made sure to specify the market we were serving and guarantee market exclusivity, and/or I would specify that no station within x miles could have the show.
