The original affiliate can complain.
It depends on the affiliate contract. Usually, the affiliate can keep
the second station from taking the program, but sometimes not. More
than some of the time, the network can replace a small station with a
larger one.
Sometimes the original station is knocked off, and the new station
gets the program.
It really depends on the contracts.
