I think it may be the other way around.  Some recent posting struck my curiosity and I looked it up in the Rules on Wednesday.  73.3526 applies to commercial stations and requires Articles of Incorporation as well as ownership reports in the PF.  But .3527 applies to non-comm and does not mention anything beside the ownership reports.
