I happen to believe the EAS logs SHOULD be included in the Public
Inspection File.
Of course, they are not required to be there, so no one should put
them there, but they SHOULD be required to be there.
My Comcast franchise cannot run EAS at all. When they had the EAS in
the Public Inspection File, it was easy to tell and show that the EAS
was not working properly.
Today, I cannot PROVE it from the Public Inspection File.
If the public could walk in and see non-compliance and let the FCC
know, it would make a much smaller loop.
I need to buy an EAS decoder to prove non-compliance, and frankly, I
should not be required to cover that expense in order to prove they
are not complying with the rules.
