You know better than that! You can't take a single sentence out of context and make a pretense about it!!!!
The 2000 ft tower was proposed in Bayonne, NJ to replace the towers lost at WTC. That's what the New York Times reported. Others here then stated that the idea was rejected.

A 2000 ft. tower at Ground Zero? I don't think so. I saw a recent 
documentary about Ground Zero nearly 10 years later.
