They may not be familiar with that particular piece of equipment.  If it is up to the PD to instruct the jocks in technical matters, then the PD has to be instructed by the engineer how to instruct the jocks, adding an extra layer of complexity to the issue.  As I said befoore, in a combo operation, jocks perform a dual role, and thus must answer to two masters.
