Not quite. IIRC, if the organization was indeed an educational institution, i.e. a school, then it would have been permitted. But we have EMF, AFR, Family Radio Network, etc. that do not operate schools of any kind. My former employer, KHCS, would be allowed under this proposal because it was started by the Hawthorne Christian Schools. But I do think that it was inept of the FCC to allow satellators.
