The fact they are at a institution of higher learning doesn't mean
they make smart decisions.  And, if the station is under their
journalism school, things can be even wierder.  At least that's been
my experience in many cases.  Supprisingly, many J-school folks don't
know the basics of broadcast rules or have a CLUE on how to even go
about doing things correctly when it comes to it.
