Only 20 khz apart?  Easy to do with only one transmitter for both signals.
The crystal oven will have one crystal cut for the frequency between the
two, then pad them with two 10 kc +/- offsets.  That will split the signal
in two with half the power.  You can use a power divider to get differential
power outputs if the two signals are different power.
