[BC] Used towers

On most AM projects, the cost of new steel installed is at or less than
30% higher than destacking, moving, repairing and restacking an old tower.

As Cowboy noted, most OLD towers have scrap value only.  I think that
most any older Utility tower would fall into the scrap category.
