[BC] Fiber, watch out

In Illinois, the state has decided that the major highway RoW's are the
ideal location for this type of activity. If not cars, then photons and
electrons.  So they lease the space up and down the interstate RoW's.
There's even a MAJOR (60") fresh water pipe line running along I-90 for
about 10 miles.

Some highways are very congested with fiber and others not so.

In Chicago, the tunnels under the loop (remember the Great Flood of 1993
where no water was on the streets, but the loop was shut down for a week)
all are populated with private and AT&T fiber and copper.
