I would be very careful of touching any fiber, from a legal standpoint. That fiber may be laid on behalf of some entity, but it may not be owned by said entity. It may not be abandoned, but may be waiting for permissions (aka zoning, permits, etc), crew or other concerns before the end can be finished. It is entirely possible that it is abandoned. I know Verizon has walked away from facilities in progress when they had to cross certain types of boundaries that had not been fully acertained during site evaluation. BUT, if the cable is part of some leased package, then it may be actually owned by a bank or other financial institution, or even be laid on behalf of a municipality that allows install of cable over public right of way in exchange for rights to sell service to the town, and the town owns the cable in XX years. Towns and banks have better lawyers than you, I would not touch any 'abandoned' fiber without legal advice.
