Depends on the number of fibers in the bundle and type. Some types of
fiber are better suited for longer runs typically used by the
LD/back-hauling folks.  So, it could be left over from a LD job passing
along the station.  We had a Level III major trunk line run along our TX
site in the hinterlands.  Why...because all the really good shortest
routes were populated by everyone already.

Depending on the size of the spool and number of fibers, the cable may not
be worth all that much.  Like fiber inner-duct, the contractors toss all
kinds of "short lengths" which are several hundred feet long.

Unless the length of the run on the spool is more than 5000 ft, there's
not much value.
