I agree completely! Engineering was being run ragged with old, abused equipment and no budget. This was one of those "You had to be there" situations. Desperation to make the corporate issued budget  had led to one of those meetings where ideas such as everyone bringing their own toilet paper, office supplies, copy paper, printer cartridges, taking out fluorescent tubes, and other ideas were being bandied about. The bigger expenses had already been cut. The ideas in the meeting were starting to get quite ludicrous. I simply said we could save electricity by not running the transmitter. It took a few minutes for what I said to be comprehended.  It was telling though. 
This was also quite a few years, and stations ago and well before the current financial meltdown.
