Visa [sic] Home Basic is provided with new Dell computers only if that is 
what you choose/allow.

Recently I bought a new Dell 530 desktop system using the Dell online 
ordering process, for which I specified Vista Home Premium.

That was the OS present on that desktop when I received it a few days later.
