I didn't say it wasn't. Just reporting what the manufacturer's  
instructions to the erectors were.

Additionally, all the cross-braces are bolted with the heads, two per  
flange or intersection, on the inside of the tower sections (this is  
an 84" cross-section), so failed bolts in the bracing fall into the  
interior of the tower, thereby leaving a hole visible from the outside.
