[BC] Comment Opportunity

Um, excuse me, but why hasn't this been brought to our attention before now?
I haven't been living on another planet the last few months or weeks, but I
honestly don't recall seeing this before. I had no idea anyone had filed a
NPRM about these things. I read about the group of Engineers who proposed
doing some of these things, mainly involving TV Channels 5 & 6, but nobody
mentioned any NPRM.
