[BC] The first 'white space' project

The "White Space" spectrum is just used for what they call the middle  
mile.

It links them from the ISP to WiFi hot spots that the users access.

It seems to me to not only be a fluff piece, but it is pushing  
technology decades old, and has nothing to do with white space.
