I looked with Google. Maybe you should write down a short, not too technical-sounding paragraph about the problem and give it to him. Tell him that MOST of his transmitter power is being used to heat the trees, his listeners only get what is left over.

That is just what I keep telling the GM. No wonder the thing does NOT 
make the signal that the coverage maps show.
