[BC] electronically quiet ballasts

I replaced a magnetic ballast in my office with an electronic one 
because I couldn't stand the cold start up flickering.  But I've got a 
new problem in that it's a hideous RFI generator.  I had replaced a 
failed one in another fixture a few years earlier and was able to clean 
it up with a Corcom filter ahead of it, but this one seems to defy all 
attempts at quelling it.  I couldn't find an identical unit.  I'm 
wondering if anyone here knows of a decent electronic ballast for a pair 
of 8 footers that won't generate tons of RFI and allow me to monitor my 
AM transmitters, and just as importantly where can I get them?
