At the college station I've been the contract engineer for, for the past 30 years, the same observation applies.  When I started, there were more than enough students to fill every shift.  This year, eight weeks into the fall semester, I have yet to see one air-shift filled.  Despite the fact that the college sprung for a basic AudioVault setup two years ago, the station's student management insisted on two 3.5mm male pigtails being hooked into the console, so the students could play back from their laptops.  So far this academic year, I don't think anyone has.
