Response to Ron Nott's question:

Yes, it is possible for stations that have had to reduce ERP due to 
analog TV6 constraints (and not allocation driven) to modify their 
facilities or increase power.  However, an in depth, current 
frequency study would need to be conducted in order to make this 
ultimate determination as well as to ascertain whether a new DTV CH 6 
facility may have an impact.

stations which have had to decrease power because they were located within
the grade B contour of a TV channel 6 ever be able to increase their power?
