While I don't doubt what you have written about the post 9/11 changes
are true, they are NOT universal.
I have been into stations who host and NOAA lets them maintain the
equipment.
I have been into stations where NOAA says they cannot afford to pay
any rent, and they allow (force) station personal (frankly, no
technical people) maintain the equipment.
I have seen situations where NOAA thinks having back-up equipment is
important, so they provide two of EVERYTHING, yet they pay no rent
(they are poor) and the station personnel maintain the equipment
(northern KY).
While I believe what you write is more true than before 9/11, it is by
no means universal.
Let's face it, NOAA allows you to buy a transmitter site if you have
the funding. They are not public about it, but you can buy one if you
want.
