OR, if you cannot find a station to let you feed from there, contact  
some attorneys.  Law offices are FREQUENT places to do such things,  
and often used to host Public Inspection Files.

Also, look at the issue from a different direction.  Offer NOAA tower  
space and space in your building for a Weather Radio transmitter.  If  
YOU are having trouble picking up NOAA broadcasts, those in your  
community will be having similar issues.

More than a few communities have pitched in to fund a NOAA transmitter  
and site.  If you don't have it, you can get it.

Once the NOAA transmitter is on your tower, you should have no problem  
receiving it!

I have seen a LOT of NOAA installations where the tower and building  
space is given away free to NOAA.  I have also seen a few where the  
broadcast stations actually maintain the NOAA equipment.  Frankly,  
this isn't hard.  The station just determines what went bad, let them  
know, and swap the component when it arrives.
