[BC] Getting the right message to the right people

I recall seeing an EAS map at a radio station.  While not entirely
accurate (as this is from memory; "IIRC" as the kids now say), the
caption on the map said:

"Our EAS coverage is based on FCC regulations, proximity to our
station, and Arbitron."

If any of you want to harp on:

A. The order in which those three elements were done.

B. That they mentioned "EAS" and "Arbitron" in the same sentence.

...Go for it...

But I won't name the station I saw the map at, as I'm not 100% sure
which station it was.

(While I haven't visited as many stations as _some_ of you, I have
seen my fair share of large market and small market operations.)
