Actually, the ORIGINAL  LPFM proposal was NOT limited to NCE operation...

BUT the catch was that the licensee of a commercial LPFM had to be a 
local entity, with preference given to sole proprietorships, as I recall it.

Please note, though, that the FCC has, in fact, created a 250-watt 
commercial class of LPFM...

It's called AM-on-FM Translators.

We'll see how THAT plays out.

Oh, BTW -

"locally owned and operated" would be good for ANY radio station... 
whether it's 1 watt or 100 kilowatts
