[BC] Some movement on the 3rd adjacent issue?

Shoot. There is a 96.1 translator well withing the 60dbU curve of a 96.5 
full C here.

The same "group" has a CP approved for a 97.1, again, well within th 60 
dbU curve of a 97.5 full C.

Now, how come it's OK in FCC-Verse for 2nd adjacent, 250w, 250' give-or 
take, but  a LPFM on a 3rd adjacent is such a threat? I'd much rather 
have a 3rd adjacent 100w 100' than these two things I've described.
